미주 한인 여성 시국 선언문

 

우리는 미주에 거주하고 있는 한인 여성들입니다. 지난 10월 29일에 이태원에서 일어난 참사를 지켜보며 우리는 너무나 가슴이 아픕니다.  

 

해외 언론에 보도된 바에 의하면 많은 20대 희생자가 있었고, 특히 학생과 유학생의 사연에 우리는 많은 눈물을 흘렸습니다. 힘든 이민생활동안 소중히 키운 아이를 조국에 어학연수 보내며 그 어머니는 얼마나 자랑스럽고 뿌듯하셨을까요? 열심히 모은 돈으로 동경하던 한국에 온 그 학생은 얼마나 행복했을까요? 하지만 한국정부는 그 분들을 지켜주지 못했고, 우리는 가슴이 찢어지는 고통을 느꼈습니다.

 

충분히 예측할 수 있었고, 피할 수 있는 일이었습니다. 하지만 정부는 책임이 없다고 하였습니다. 일부 언론은 희생자들에게 왜 이태원을 갔냐고 오히려 희생자를 탓했습니다. 이태원으로 10만 인구가 몰린 것은 이번이 처음이 아닙니다. 우리는 그 날에 왜 경찰이 파견될 수 없었는지 그 이유를 알고 싶습니다. 하지만, 정부는 참사 후 일주일간 애도기간을 정하고, 우리를 침묵하게 하였습니다. 분향소가 있었지만, 우리는 그들의 이름조차 알지 못합니다. 정부는 희생자명단을 공개하지 않았고, 분향소에는 위패도 영정도 허가되지 않았습니다. 희생자 156명의 신원이 다 밝혀졌는데도, 그들은 ‘이름도 얼굴도 없는’ 혼령이 되었습니다. 조문객들은 누구를 애도하는지도 모르면서 꽃다발에 머리 숙이고 돌아섭니다. 만약 희생자들을 ‘이름도 얼굴도 없는 혼령’으로 만들라고 지시한 사람이 있다면, 도대체 왜 그랬을까요?

 

이제는 애도기간이 끝났다고 조속히 일상으로 돌아가라고 합니다. 하지만, 우리는 아직 일상으로 돌아갈 수가 없습니다. 10.29 참사에 이어 글을 쓰는 오늘 우리 해군이 욱일기에 사열하였다고 들었습니다. 이게 나라입니까? 우리 나라는 지금 어디로 가고 있습니까?

 

국민 안전은 국가의 무한 책임입니다. 하지만 우리는 안전뿐만 아니라 국가의 존립이 위협받는 상황에 놓여있습니다. 우리는 참사에 대한 정직한 진상규명을 요청하며, 책임자가 발견될 시, 그 자가 대통령 포함 어떤 지위에 있더라도, 엄중한 처벌을 받고 공직에서 물러나시길 요청합니다.

We are a group of Korean women living in America. We are heartbroken over the tragedy that took place in Itaewon on October 29. The crowd crush killed 156 people - mostly in their teens and 20s - many of whom were local students and other students visiting from overseas. 

 

We are mothers and are devastated by the news. We read stories of the victims who travelled to Korea to learn our language and our culture simply because they loved Korea. We read about victims who visited their motherland who were proud of their Korean heritage. However, they lost their lives in Korea and we still do not know why there were insufficient controls in place to protect this vulnerable group of young people that night. 

 

South Korean authorities claim that they had no guidelines to handle such large crowds, which is difficult to believe because the Itaewon Halloween festivities are an annual tradition that have regularly attracted similar sized crowds in the past, all without incident or disaster. Why was this year so different? Why were the police unable to reach the crowd this time?

 

The government established a national “condolence” week which ended November 5. Even so, we are left with many unanswered questions. For example, why have the names of the victims we are to grieve not yet been released? It is very unusual in Korea to mourn without the names of the victims. 

 

We also do not know what kind of support the government is  providing to the injured and to the families of the victims. This situation requires transparency.

 

It is a government’s responsibility to keep its people safe. We demand justice and proper and thorough investigation. We also demand that the parties responsible for this needless tragedy be held accountable for their actions, all the way to the Presidency.
