조 바이든 행정부가 첫 이민 개혁안으로 불법체류 청소년들에게 시민권을 부여하는 아메리칸 드림 약속 법안(HR 6)을 228 대 197로 통과시켰다. 이 법안으로 추방유예프로그램(DACA) 수혜자를 비롯, 18세 미만에 미국에 입국한 불체자들도 합법 체류 신분을 얻을 수 있게 된다. 수혜 대상은 한인 3만3천명을 비롯 250만여명이다. 미국내 불체자는 1천100명으로 추정되고 있다.
