로어맨해튼의 엘리트 고교 스타이브샌트와 브롱스과학교의 흑인 및 라틴계 학생 비율이 단 9%에 불과한 것으로 밝혀졌다. 뉴욕타임스에 따르면, 스타이브샌트의 신입생 749명중 흑인 학생은 단 8명으로, 스태튼아일랜드기술고는 281명의 신입생 중 단 1명이 흑인 학생으로 나타났다.
